When it is on a person what size would be needed to fit when wearing it if I were to try to wear a hat with it?

A baseball cap or top hat should fit. The mask completely covers your head and the brain section is easy to cover.

Is there any way possible I can get this mask by Halloween?

Don’t waste your time. The mask looks almost nothing like the photos. (They must use spirit gum on the mouth and alter it so it opens more than the small hole that’s actually there. The brain part must have had some after-market fake blood smeared on it and the entire mask looks oiled up for the photos.) It’s just a typical latex mask, and very basic. My hat came broken and bent in two places. I asked for a replacement hat only and they sent me both.
